Children have been able to climb into the aboveground pools by using a compression strap on the outside as a foothold, the U.S. Consumer Product Safety Commission said.

The deaths have been linked to a product design that allows children to gain access to pools unsupervised. Approximately five million above-ground swimming pools are being recalled after officials linked nine child drownings to the pool structures.
